Education Dept. Hastens to Survey Students About Credit Transfers

The department has filed an "emergency" request with the White House's Office of Management and Budget to survey Pell Grant recipients who have transferred from one institution to another. The survey intends to identify any problems that Pell recipients may face when they try to transfer credits and courses between institutions. The department normally must go through a process of public comment before spending federal money on such a survey. There isn't time in this case, however, the department said in its request.
