House Bill Would Repeal State Authorization, Credit Hour Definition Provisions

Rep. Virginia Foxx (R-N.C.), chair of the House Subcommittee on Higher Education and Workforce Training, has introduced legislation (H.R. 2117) to repeal the state authorization and credit hour definition provisions that are part of the program integrity regulations scheduled to go into effect July 1. (See December 22 Washington Update) A mark-up of the bill has been announced for June 15.
In her introductory remarks, Foxx echoed the concern expressed by many colleges that these regulations are confusing and raise significant compliance challenges. She observed that "this heavy-handed regulation threatens to crush the very innovative new programs we need to make education more affordable and efficient. The sooner we repeal these rules the sooner we can get on with the business of improving the quality of higher education in this country."
NAICU applauds this effort, and has asked member presidents to encourage their elected representatives to join as cosponsors of H.R. 2117. Previously, NAICU joined over 70 higher educational associations and accreditation organizations in contacting House and Senate education leaders to urge repeal of these regulations.
