Campus crime numbers hard to compare

Reporting methods vary from school to school. Victims don't have to file a report for the crime to be counted, and on some campuses, hundreds of staff, faculty and students may be responsible for reporting crime. The Clery Law has produced some improvements, such as an increase in the number of security programs at schools and more awareness of crime on campus, advocates say, but it still falls short.
