Biden, Picked for International Expertise, Is Familiar With College Issues

Biden has taught a seminar on constitutional law at Widener University School of Law since 1991. During Mr. Biden's brief Democratic presidential primary run last fall, however, he dealt with higher education on a much larger scale than teaching a course. Among the Democratic presidential hopefuls, Mr. Biden laid out the most detailed package of tax breaks to pay for college.
