John Ebersole, President, Excelsior College, writes: Between 1997-2007, home prices increased by nearly 70 percent. In that same period, college costs grew even more rapidly, by over 80 percent. What is going on? Little noticed is the fact that an increasing number of new federal, state, college system and accreditor requirements are being imposed upon institutions of higher education.
