Student Learning Assessments and Institutional Choice

Letter Submitted to the Chronicle of Higher Education

October 26, 2007

To the Editor:

Re: "Spellings Commission Chairman Sees College Associations Resisting Recommended Changes," September 24, 2007

As incoming chair-elect of the National Association of Independent Colleges and Universities, I take issue with Mr. Charles Miller's assessment of NAICU's advancement of education policy. In his recent question and answer session with this publication, Mr. Miller confuses NAICU's opposition to the federal government prescribing student learning assessments such as CLA, with our support for its development by our partner association, CIC, and its increasing voluntary use by so many of our mutual members. We would hope that leaders on both sides of the aisle would understand the fundamental distinction between government mandates and institutional choice when debating the role of government in various public policy arenas.

But even our most ardent detractors have never tried to indicate that the higher education associations are against Pell Grant increases. The effort to increase Pell Grants has been undertaken by many for many years, and was not solely as a result of Mr. Miller's Commission.

Sincerely,

Victor Boschini
