Here are recent updates
to the NAICU GI Bill site, and to
VA information on the new GI bill.

• 8/13/09:  The Department of Education issued guidance on the treatment of Federal veterans’ education benefits for purposes of the Title IV student assistance programs.
  




• 8/5/09:  Fix to GI Bill will help veterans at private colleges in California (LA Times Article) ; Eligible California veterans to receive $287 per credit hour toward their tuition.
  
  

• 7/10/09: The VA began posting 2009-10 tuition and fee information for the states that have made this updated information available. The 2009-10 figures for all states will be posted by 8/1/09. 
  
  

• 6/30/09: The final Yellow Ribbon participating institutions list has been posted by the VA. 
  
  

• 6/23/09:  The Department of Defense has issued final guidance regarding the transfer of post-9/11 GI Bill benefits to dependents. The press advisory issued by DOD includes a link to the full policy. DOD also has launched a GI Bill information web page.
  
  
  

• 6/15/09:  We received and posted written answers from the VA in response to questions that arose during the 5/13/09 Webinar. 
  
  
  

• 6/12/09:  The Department of Defense has launched a GI Bill information web page.  
  
  
  

• 6/3/09: The VA has published a preliminary list of participating Yellow Ribbon Program institutions.

• 5/8/09:  The National Association of College and University Business Officers (NACUBO) has a good explanation of the new post-9/11 GI Bill available on their Web site. Of particular interest, the site includes examples of how benefit levels are calculated. NACUBO also has an very useful Tuition & Fees Calculator.
  
  

• 5/7/09:  The VA has posted an extensive FAQ on the Yellow Ribbon Program. Click here to download the pdf.  
  
  
  

• 4/30/09:  Revised Q&A--Will spouses and dependents of eligible veterans be able to participate in the "Yellow Ribbon" program?  Yes, subject to rules now being developed by the Department of Defense (DOD). DOD issued preliminary information about these rules on April 28, which--although subject to change--offer a clear indication of the approach they are planning to take. • 4/29/09:  The VA indicated that letters will be sent to college presidents offering more detailed information about GI Bill payments from the VA. The letter explains how schools will receive and identify payments from VA and discusses avoiding debts, and refunding money. The letter is available on the VA Web site. 
  
  
  

• 4/27/09:  The VA has extended the due date for Yellow Ribbon institutional agreements until June 15, 2009. 
  
  
  

• 4/16/09:  The VA has posted on its Website a clarification of the requirement that Yellow Ribbon matching funds be those “under the unrestricted control” of the institution.  The written clarification confirms earlier verbal assurances that the regulatory language limiting the Yellow Ribbon match to funds “under the unrestricted control” of the institution is NOT meant to preclude institutions from using any restricted endowment funds such as any scholarship funds (including those raised for serving veterans) as their match.  Rather, the provision is intended to prevent situations where an institution wants to count funds raised by an outside party for a particular veteran or a particular type of veteran.   See the question and full response on the VA Web site.
