The second notice for the proposed Higher Education Opportunity Act (HEOA) Title II data collection was published in the Federal Register (http://edocket.access.gpo.gov/2009/E9-13856.htm).  The public comment period is open until July 13, 2009. 

You can download the proposed data collection documents from http://edicsweb.ed.gov by selecting "Browse Pending Collections" and clicking on link number 3990.  Then click "Download Attachments."  You can also find the most recent versions of the IHE and state report cards on the Sharepoint website under the Title II Documents tab.

Overview 
Teacher Quality Enhancement Grants: the new law makes many improvements to the Teacher Quality Enhancement Grants, especially in the area of partnerships between institutions of higher education and local education agencies. For example, grants can be used to strengthen clinical experiences or induction programs; develop teacher residency programs; or prepare school leaders for rural schools.
