Overview
Title III, Part B provides grants to Historically Black Colleges and Universities. The United Negro College Fund (UNCF), a NAICU Secretariat member, is the lead advocate for this program. Following is the UNCF summary (visit their Web site for more):

Status: 
The final legislation authorizes $375 million to support the undergraduate HBCU program (Section 323) and $125 million to support the HBGI program in FY09, while authorizing “such sums as necessary” thereafter. 

The legislation amends Section 323 to allow HBCUs to receive funds to acquire property, provide financial literacy education and seek technical assistance, while adding six graduate programs to the list of HBGIs in Section 326:  Alabama State, Bowie State, Delaware State, Langston University, Prairie View University, and the University of District of Columbia Law School. 

Finally, the bill provides a waiver to allow schools affected by the Gulf Coast hurricanes to be held harmless at enrollment levels prior to the hurricanes.

Next Steps: 
Support the inclusion of full funding to support Sections 323 and 326 within FY10 federal appropriations.
