Historically, the federal student aid programs have enjoyed bi-partisan support because they provide hard-working individuals the opportunity to pursue their own vision of the American Dream. Now, in 2011, that common understanding is being challenged - by the highly-charged political atmosphere that pervades Washington, and by an economic climate demanding severe federal budget constraints.
