On Dec. 29, Gov. Andrew M. Cuomo listed a series of possible reforms in his list of State of the State proposals for 2018 with the goal of helping residents better manage student debt. These proposals would have to be adopted by the Legislature before taking effect, but they form a list of goals from the governor’s office on higher education for the next year.
