House Spending Bill Ready for Vote

The House Committee on Appropriations earlier this week approved the Labor-HHS-Education Subcommittee bill which includes a $150 increase in the Pell Grant maximum, to $6,495, and increases in the other student aid programs, while sticking to the budget cap. This action by the full committee follows up on subcommittee approval last week and makes the bill ready for a floor vote soon.
 
The House of Representatives is on track to pass all 12 appropriations bills before the August recess while the Senate has not started its regular FY 2021 appropriations process. This means there is little chance of finalizing FY 2021 funding before the beginning of the fiscal year on October 1.
 
Without Senate action by September, Congress will most likely pass a continuing resolution to keep the government open until after the November election. Then, final bills will be negotiated in a post-election, lame duck session of Congress in December.
