House GOP Appropriators Unveil Tighter Earmark Rules

House Republican appropriators have banned earmarks from the Labor-HHS-Education, Financial Services and Defense bills and put fresh restrictions on "community project funding" in new rules regulating the process on that side of the Capitol.
