Grant Competition Focuses on Strengthening International Education

The Department of Education issued a request for FY 2017 applications for the Title VI International Research and Studies program (IRS).  These grants are awarded to institutions, public and private agencies, organizations, and individuals to conduct research and studies to improve and strengthen instruction in foreign languages, area studies, and other international fields. The application deadline is August 14.
 
As listed in the Federal Register, the priorities for making awards include:

• Absolute Priority will be given for applications that propose research projects, surveys, or studies; instructional materials are not included in this round.
• Competitive Preference Priority 1: Five additional points may be awarded for research projects, surveys, and studies about U.S. school-based (preschool - 12) Dual Language Immersion Programs, particularly the effect of DLI programs on graduation rates, employment rates, teaching models, and problem-solving skills in other academic areas. 
• Competitive Preference Priority 2: Five additional points may be awarded for research projects, surveys, and studies on the outcomes of international education programs for U.S. postsecondary education students, particularly persistence, completion, and academic achievement; post-college career readiness; and global competence.

Based on the estimated available funds of $712,329, ten awards are expected to be given.  The announcement indicates that contingent upon the quality of applications and availability of funds in FY 2018, the Department may make additional awards in FY 2018 from the list of unfunded applications in this competition. 
 
The IRS program has not been funded since the FY 2011 budget cuts, and thus has been at risk for elimination.  A robust application response from the international education community would indicate to the Department that institutions continue to support the program.
