Applications Available to Apply for Institutional Aid Eligibility in the HEA
The Department of Education issued a notice in the Federal Register announcing the process institutions must follow to apply for a designation to be eligible to receive funding under Titles III and V of the Higher Education Act (HEA), known as “institutional aid.”
Programs that are eligible to apply include:
To apply for an eligibility designation, institutions must use the application on the Higher Education Programs: Institutional Service website and create a new account using the New User navigation. It may take up to five business days to verify user identity and to complete the new account setup, so allow enough time to complete the application process.
Once this step is complete, you will be able to check to see if your institution is eligible to apply for the funding using the Eligibility Matrix (EM). Institutions that are not listed, can apply for a reconsideration.
An institution that is designated as an eligible institution may also receive a waiver of certain non-federal cost-sharing requirements for one year under certain programs in Title IV and Title VI of the HEA.
Applications are due April 5, 2021.

- Strengthening Institutions Program (SIP)
- Alaska Native and Native Hawaiian-Serving Institutions (ANNH)
- Predominantly Black Institutions (PBI)
- Native American-Serving Nontribal Institutions (NASNTI)
- Asian American and Native American Pacific Islander-Serving Institutions (AANAPISI)
- Hispanic-Serving Institutions (HSI)
