HBCUs and TCCUs Beneficiaries of Funding Reallocation

The Department of Education announced a $495 million increase in funding for Historically Black Colleges and Universities (HBCU) and Tribally Controlled Colleges and Universities (TCCUs) for FY 2025. The increase in funds is coming from $350 million in grants redirected from Hispanic Serving Institutions and other Minority-Serving Institutions (MSIs), along with funds redistributed from other programs.  

According to the Department, it is repurposing funds from programs that it deems “are not in the best interest of students and families,” and that HBCUs and TCCUs will receive one-time increased investments “to support the unique and historic contributions” of these institutions.   

The Trump Administration argues it has the authority to redistribute funds based on the funding flexibility for discretionary grant programs in the FY 2025 continuing resolution, and that it wants to fund programs that address the president’s priorities.  

In addition to the cancellation of $350 million from MSI programs, $86 million in Title VI International Education program funds and $70 million in Teacher Quality Partnership funds have been recently cancelled.
