Collins Asks OMB to Lengthen Public Comment Period, Withdraw Parts of Uniform Guidance 

Senate Appropriations Committee Chair Susan Collins (R-ME) is urging the Office of Management and Budget (OMB) to withdraw key portions of its proposed overhaul of the Uniform Guidance and extend the comment period by at least 90 days.  She argued the proposal would impose new burdens on grant recipients, undermine scientific and biomedical research, and inject new uncertainty into the federal grants process. 

For independent colleges and universities, Collins’ letter adds significant bipartisan weight to concerns that the proposal could disrupt campus research, increase compliance costs, and give federal agencies broader authority to terminate awards midstream with limited avenues for appeal.
