Federal Regulations Affecting Higher Education

In 2025, the Trump Administration launched an aggressive regulatory agenda through the Department of Education’s negotiated rulemaking process, seeking significant changes to programs authorized under Title IV of the Higher Education Act of 1965. There have been three major negotiated rulemaking committees tackling a myriad of proposed higher education regulations:

  1. Reimagining and Improving Student Education (RISE) Committee
  2. Accountability in Higher Education Access through Demand-driven Workforce Pell (AHEAD) Committee

    • AHEAD 2.0: Program-level Accountability (AKA Do No Harm or Gainful Employment)
  3. Accreditation, Innovation, and Modernization (AIM) Committee
