Federal Regulations Affecting Higher Education

Title?

The Trump Administration has had an aggressive push in 2025, via Department of Education negotiated rulemaking, to make regulatory changes for the programs authorized by Title IV of the Higher Education Act of 1965. There have been three major negotiated rulemaking committees tackling a myriad of proposed higher education regulations:

  1. Reimagining and Improving Student Education (RISE) Committee
  2. Accountability in Higher Education Access through Demand-driven Workforce Pell (AHEAD) Committee
    • AHEAD 1.0: Workforce Pell
    • AHEAD 2.0: Program-level Accountability (AKA Do No Harm or Gainful Employment)
  3. Accreditation, Innovation, and Modernization (AIM) Committee
