CR Keeps Government Open and Blocks OMB Regulations

Before departing Washington for the traditional August recess, Congress passed a continuing resolution (CR) that keeps the government running until December 11 and blocks the Office of Management and Budget (OMB) from implementing the proposed updates to the uniform guidance during that period. President Trump signed the bill on September 2.

To date, the House Appropriations Committee has approved all twelve appropriations bills to fund the federal government through the end of the fiscal year (September 30, 2027) but has only passed three of them on the floor by the full House. Senate Appropriations Committee action was thwarted this summer by leadership disagreements and the lack of a working majority on committee with the medical absence of Sen. Mitch McConnell (R-KY) and the sudden passing of Sen. Lindsey Graham (R-SC).

The CR through December 11 avoids government shutdown politics in the midterm elections, but the outcome of the elections will have an impact on how final FY 2027 funding is decided. The CR leaves final decisions on FY 2027 funding until after the fiscal year starts on October 1 and compresses that work into a short two-week work period before the holidays. As a result, FY 2027 funding decisions will be considered and passed by a lame duck Congress.
