Accountability in Higher Education Access through Demand-driven Workforce Pell (AHEAD 2.0)

Program Level Accountability 

The accountability framework proposed under the AHEAD 2.0 committee, also known as “Do No Harm” (DNH), is a system designed and put into place via the One Big Beautiful Bill Act (OB3). This system replaces the dual debt-to-earnings (D/E) plus earnings-premium (EP) test of the current Financial Value Transparency (FVT) and Gainful Employment (GE) regime with a single EP test that all Direct Loan-eligible programs will be subject to annually.
