The U.S. House Committee on Education and Labor released the text of a budget proposal on Monday that would appropriate nearly $40 billion to higher-education institutions for Covid-19 relief.  The committee is scheduled to debate and potentially amend the bill on Tuesday afternoon. The bill would also raise the minimum wage to $15 an hour.
