Mary Beth Labate writes: The Covid-19 pandemic has hit New York’s college students hard. Now, as the fall semester begins, they are faced with another obstacle. As a result of Washington’s failure to provide relief to state governments, New York recently announced it will withhold 20% of funding for the Tuition Assistance Program (TAP) and other student aid programs. Without federal action or a policy change by the state, this could turn into a permanent cut.
